I observed the same behavior. Only the two that provided a connection to the PC were able to be used for syncing the DS4 to the PS4. I don’t believe that any of the cables in question were the one that came with the PS4 originally, and I know for certain that the two that work are not that original cable. Good luck.
What worked for me was manually reconnecting the controller through the bluetooth settings on PS4. Go to Settings -> Devices -> Bluetooth Devices and then, on the controller you want to pair, hold the PS button and Share button for a few seconds until the light bar starts flashing, then it should show up on the list for you to pair it.

Here are the steps: When your controller is connected, open DS4. Right-click on the start menu and go to Device Manager. Expand the Human Interface Devices option and click the HID Claims Controller option. Click on the Enable Device option among the listed devices. Now close Device Manager and go back to DS4.
Hey, I got a little issue with my PS4 controller. The first time I connect it to my laptop using bluetooth, everything went fine, it paired nicely and works well on Steam. However, after I reboot my laptop, I can't figure out a way to connect it again without removing the device and pair it again.
